Analyst of Development in the Ministry of Planning and Economic Policy
Roberto Morales Sáenz is the Analyst of Development in the Ministry of Planning and Economic Policy of Costa Rica, coordinating the planning system of the Public Security and Tourism sectors. Mr. Morales has a Master's Degree in Administration and Public Management and is a graduate from the University of Alcalá de Henares (Madrid, Spain). He also has a Diploma in Public Administration and High Level Management from the Instituto Nacional de Administraçao Publica (Lisbon, Portugal) and a Bachelor's Degree from the University of Costa Rica in Political Science with an emphasis on Government and Public Policies.

Roberto Morales Saenz has given speeches on forums about the following subjects:
  • Penitentiary policies;
  • Anti-corruption on public services;
  • Results-based public management;
  • Citizen security; and
  • Tourism.

Mr. Morales was the Chief of Staff of the Minister of Justice and Peace of Costa Rica (2015-2018) and a former consultant of the Latin American Institute of the United Nations for the Prevention of Crime (2014-2018).
